Kim is an experienced leader and senior executive in Tasmania having been a head of agency for 28 years. He was the Secretary of State Growth from 2014 (when State Growth was created) until 2023 whilst at the same time holding positions as CEO and a Director of the Tasmanian Development Board. Prior to 2014 he was the Secretary of the Department of Primary Industries, Water and Environment.
He also has extensive experience as a non-Executive Director and Chair of numerous Government and private Boards and Committees. For example, he was a founding Director of Tasmanian Irrigation Pty Ltd, Chair of the Environmental Management and Pollution Control Board (now the EPA), Chair of the Greater Hobart Advisory Committee and a Director of Tasmanian Planning Commission.
He is currently the Chair of the Macquarie Point Development Corporation, Deputy Chair of Tasmanian Leaders Inc., and also Chair of Salmon Enterprises of Tasmania.
